Waves of Change, the theme for this year’s Offshore Technology Conference, talks both to the industry and to the event itself. OE looks at the agenda for the popular annual event.

OTC 2008, slated for 5-8 May in Houston, has spilled over its traditional three-and-a-half day program and sprawled further outdoors than in years past. For the first time, the event at the Reliant Center will end late Thursday afternoon in order to accommodate an extra technical session. Over 300 abstracts were selected for presentation this year.

Anadarko’s Don Vardeman is this year’s conference chairman.

Last year, 67,000 people attended the event, marking the highest level of interest in a quarter century and drumming up 13% more people than 2006. OTC 2008 is also expected to have a large turnout.

OTC’s exhibition expanded last year for the first time into the adjacent Reliant Stadium and added more outdoor exhibit space, with total exhibit space at nearly 530,000ft2, about the size of 13 football fields. As of early February, 525,000ft2 of exhibition space had already been sold, with some outdoor exhibition space still available. OTC has also added a bookstore to sell technical books.

First things first

Each morning of OTC opens with a chance to hear industry experts speak, focusing on huge projects off Angola and opportunities off China, Indonesia and Qatar. Seating is limited for the 07.30 to 09.00 events, so advance tickets are recommended. Tickets are $30 each.

Monday, 5 May

BP will discuss how it conquered challenges in developing its block 18 discoveries off Angola in Delivering mega projects in West Africa: BP’s block 18 in Angola during the Morning Reports.

Tuesday, 6 May

Chinese officials will highlight commercial opportunities and investment policy in China’s offshore oil and gas sector during Commercial opportunities in China’s offshore oil and gas sectors. In addition, panelists from US companies will discuss their operations in China and perspectives on China’s offshore opportunities.

Wednesday, 7 May

Indonesian government and industry representatives will discuss Indonesia’s oil and gas production and exploration activities, with a focus on upstream investment needs and opportunities for international energy companies during Indonesia: exploring new offshore and frontier opportunities.

Thursday, 8 May

Qatari officials will highlight commercial opportunities and investment policy in Qatar’s offshore oil and gas sectors during Commercial opportunities in Qatar’s offshore oil and gas sectors. In addition, panelists from US companies will discuss their operations in Qatar and their perspectives on the oil, gas, and LNG sectors in Qatar.

Roundtable

The Energy Roundtable on Wednesday, 7 May, from 09.30 until 11.45 will focus on The shifting industry landscape: new business models, participants, and increasingly complex factors come into play. Attendance is for executive-level managers by invitation only. Participants will debate and discuss sustainable development, new business development, the role of national oil companies, and the reshaping of industry relationships.

IHS Energy president and COO Ron Mobed will moderate. Panelists include Total E&P;president Yves-Louis Darricarrere, Addax Petroleum president and CEO Jean Claude Gandur, SustainAbility president and CEO Mark Lee, Technip chairman and CEO Thierry Pilenko, Chevron vice president for global upstream exploration Robert Ryan Jr, and Triple Double Advisors managing member Art Smith.

Monday, 6 May

From 09.30-12.00, panelists will discuss Low production costs for high-cost resources. Chris Ross, vice president, strategy and performance improvement, CRA International, and Sandeep Khurana of Devon Energy will moderate. Bob Fryklund of IHS and Ann Oglesby of ConocoPhillips will moderate. Panelists include Amy Myers Jaffe of Rice University, David Hobbs of CERA, Fatih Birol of International Energy Agency, and Kevin Leahy of Duke Energy.

From 14.00 to 16.30, the general session is Petroleum – energy of the future, and Opec head of energy studies Mohamed Hamel will give the introductory speech. Other speakers include Hasan Qabazard, director of Opec’s research division, and Energy Valley president Art Schroeder.

Wednesday, 7 May

From 09.30-12.00, a panel will discuss New waves in the Gulf Of Mexico. Sandeep Khurana of Devon Energy Corporation and Thomas Miller, project interface manager at Chevron, will moderate. Panelists include Russ Ford, vice president technical Americas, Shell; Darrell Hollek, vice president Gulf of Mexico operations, Anadarko; Chris Oynes, associate director offshore, MMS; Brian Smith, general manager major capital projects, Chevron; and Niel Shaw, senior vice president Gulf of Mexico, BP.

From 14.00 to 16.30, the general session is Global energy outlook – what are the challenges? BP’s technology vice president, strategy, planning, and communications Ahmed Hashmi and Massachusetts Institute of Technology’s associate director for energy initiative Melanie Kenderdine will moderate. This panel will explain the nature of the energy challenges and share their views on what is required of the public and private sectors to deliver affordable and sustainable energy for the future.

Panelists include Nick Lampson, US congressman and chair, US Congressional Energy Committee; James A Slutz, US deputy assistant secretary for oil and gas, US Department of Energy; Steve Koonin, group chief scientist, BP;William Davie, chief economist, Schlumberger; Martin Craighead, group president, Baker Hughes; and Paul K Siegele, vice president, strategic planning, Chevron.

Thursday, 8 May

From 09.30-12.00, a panel will discuss alternative energy during Alternative energy – what does the future offer?

David Kanagy, executive director for the Society of Mining, Metallurgy & Exploration, and George Luxbacher, vice president of operations for Glenn Springs Holdings, will chair the panel. Panelists will highlight advantages and disadvantages of various alternative energy sources as well as the economic, political, and environmental issues associated with them.

Panelists include Mike Ashar, executive vice president strategic growth and energy trading, Suncor; David Eppinger, vice president, Fluor Corporation; Ahmed Hashmi, technology vice president, strategy, planning, and communications, BP; Alison Scott, deputy minister, Nova Scotia Department of Energy; Thomas J O’Connor, director, Office of Nuclear Energy, US Department of Energy; and GL Richardson, consultant.

Offshore oil and has turns 70: is rust more evil than depletion? Matt Simmons, chairman of Simmons & Co Intl, will talk about the rapidly aging offshore infrastructure.

US offshore oil and gas production: its impact present and future. Tony Vaughn, vice president and general manager of Devon Energy’s Gulf Coast division, will talk about how the future of the domestic offshore energy industry will be shaped in the coming decade.

China offshore: technical challenges, perspective and cooperation opportunities. CNOOC president Zhou Shouwei will talk about CNOOC-developed E&P;technologies and the company’s deepwater E&P strategies.

Canada’s next offshore natural gas development. David Kopperson, vice president for EnCana’s offshore East Coast Canada arm will talk about the Deep Panuke development off Nova Scotia.
